For my parents in Shanghai, I think it is better to buy it and send the adapter to them. Connect it to the high speed internet and plug the regualar phone set.
I can call them with （604） area code to them as a local phone call.
This is a way I will use it. Another one is I use it instead of my currently Telus phone service.
Their rate is cheaper than that of Telus.
I can save ten bucks a month based above.
My concern is the stableness of the IP phone service. I prefer the free IP Phone service now. I do not want to loss my phone connection frequently.
